EPA v City; Water-test Discrepancies Upset Chesapeake Residents / Fly Ash

Mrs. Pierce received a phone call from the EPA describing normal lead levels.  Mrs. Pierce was mystified by this call because just before Labor Day she has received a message from a city official stating the results from their testing detected lead levels, from samples of their well, to be three times the EPA's level of action.

During the summer, city officials announced high levels of metals were found in the groundwater underneath the golf course.   It contained 1.5 million tons of fly ash.  A number of contaminants such as lead, arsenic, and chromium can filter from fly ash.

The sample taken by the city and the sample taken by the EPA were taken from the same source, as well as the same day.  So how can their results differ so drastically?
